Values

THE PROMISE – Integrity What David pledges to Californians

We tell the truth, keep our word, and earn trust through action. David’s campaign is rooted in transparency, honesty, and rebuilding trust between the government and the people.

THE PURPOSE – Service Why David is running

We put Californians first — serving our communities with courage and compassion. David’s life of service — from combat to community leadership — drives a people-first mission, focused on protecting families, veterans, and the vulnerable.

THE PLAN –
Accountability How David Will Deliver results

We audit, measure, and manage with precision — no excuses.

David believes California should run with the discipline of a business, the heart of a public servant, and the boldness of a pioneer.

1. We will solve homelessness and elevate mental health care

We will rebuild institutions, drug rehabilitation centers, and mental health facilities while fixing our deeply broken prison system. Some Californians need short-term relief with a wide bridge back into society, while others will require long-term care.

2. We will restore law and order and revive Main Street

We will end the shadow economy, tackle trafficking, and make cities safe again. Clean parks, thriving businesses, and strong communities will return when crime is criminalized and order is restored.

3. We will reduce housing costs through public-private partnerships

There are 48 million acres of public land in California. We will launch five new cities and build 1 million new homes, also adding 1.5 million new homes in existing areas — addressing our housing crisis through growth and innovation and reducing costs for Californians.

4. We will lower the cost of living through infrastructure investment

Reduce fuel costs by tapping into rich oil fields, lower grocery prices by supporting farmers with water infrastructure, lower energy costs by investing in energy infrastructure, and bring back insurance with prevention, protection, and disaster response infrastructure.

5. We will audit the state and balance the budget

The Golden State will operate with a surplus through audits by the State Controller, investments by the State Treasurer, and growth managed by the Secretary of State.

6. We will put California first

We will prioritize Californians – protecting our health, wealth, and natural resources. We will strengthen our republic by exercising our state’s rights and prioritizing our people. California will no longer bankroll the world. Instead, we will lead by example.

7. We will help the Californians who need the most help

By strengthening adoption services, access to childcare, prevention of homelessness and hunger, and elimination of human and drug trafficking, we will create a society more conducive to life at all stages.

8. We will empower families with school choice and childcare vouchers

Education thrives in competition. We will support public, private, charter, homeschool, trades, and certificate programs. The Golden State School Choice Voucher will properly fund education — not systems — just like the GI Bill.

9. We will prioritize state programs over failed federal programs

California cannot fund the world while Californians struggle. Return funding and responsibility of federal programs to the states for proper allocation and oversight. Funding failed federal programs incapable of passing audits is irresponsible and only further adds to the deficit, devaluing the dollar, and destabilizing world markets.

10. We will run government like a business: The Golden State Dividend

Instead of requiring additional taxes, California will create revenue, operate a surplus, and issue a dividend to shareholders based on the previous quarter’s GDP, granting Californians ownership of the 4th largest economy in the world. This will work similarly to programs in Alaska, Saudi Arabia, and many Native tribes.

11. We will bring back "Made in California"

We will restore our leadership in innovation, technology, agriculture, energy, entertainment, and manufacturing. California will once again be on the forefront of invention, craftsmanship, and prosperity.

12. We will develop our parks, public lands, lakes, and rivers

Make outdoorsmanship affordable and accessible again. We will restore the Salton Sea, complete dam and infrastructure projects, and expand public water use. Water is an abundant resource; it is time we act accordingly.

13. We will utilize the California State Guard and revive volunteerism

Californians have a heart for service, making up the largest contributor of our nation’s veterans and active-duty military. Utilize the California State Guard to support California and Californians. Bring back volunteerism and give Californians an opportunity to serve their home, keeping human and financial capital in the Golden State.

14. Lead Californians through evolutionary innovation, technology, and AI

California will create the modular nuclear facilities and water infrastructure to support artificial intelligence. Artificial intelligence, machine learning, and technology will help streamline processes, eliminate redundancies, and cut costs for government agencies. We will beta test, improve, and build the future in the Golden State. Through proper implementation of technology, we can better serve humanity.

15. We will become an exporter of oil, energy, and water

California will unlock its energy potential — expanding in oil, solar, and nuclear. We’ll lead in desalination, water capture, and renewable microgrids — and California will increase energy exports.

16. Set a National Standard for State Control

We will audit and transition underperforming federal programs, build stronger California-led solutions, and set a national precedent for state autonomy and responsibility.
